I think the answer is we don't know.

Doctor Levy recommends this fat soluble vitamin C as part of the vitamin C arsenal that includes the regular vitamin C powders, liposomal vitamin C, etc.

In theory, (and according to vitamin C expert Russell Jaffee discussing using vitamin C for detox), vitamin C as the primary water soluble antioxidant is present in the watery interior of the cell, and Vitamin C recharges oxidized glutathione. (We have long deduced that the-antioxidant property of vitamin C is not connected with scurvy, or chronic scurvy, AKA heart disease)

According to Jaffee, the fat soluble vitamin E protects the lipid membrane, while Alpha Lipoic Acid, both water and fat soluble, reaches the inner membrane and provides anti-oxidant protection for the nucleus.

So the fat soluble C (asorbyl palmitate) might reduce the need for vitamin E, and might create another pathway for the ascorbate fraction (vitamin C) to enter cells through the lipid membrane. There are probably studies....

But stop taking vitamin E at your own considerable risk. The following bears repeating (first made known to me in a book on CoQ10 by expert Steven Sinatra.)

Vitamin E

Linus Pauling long recommended 400 to 800 iu of vitamin E for cardiovascular disease. Several authors have pointed to an extensive study conducted by the World Health Organization on thousands of men and women from sixteen nations. The study illustrated that a low level of vitamin E in the blood was more than twice as predictive of heart attack than either high cholesterol or high blood pressure.

Note: Owen comfortably recommends the original (mixed tocopherols) Unique-E brand of Vitamin E from A. C. Grace.
